Terms of Use

Please read these terms carefully before using the DTO Portal and online services.

1. Acceptance of Terms

By accessing or using the Digital Transformation Officers (DTO) Portal ("the Portal"), operated by the Department of Information & Communications Technology (DICT) of Papua New Guinea, you agree to be bound by these Terms of Use. If you do not agree to these terms, please discontinue use of this Portal immediately. DICT reserves the right to modify these terms at any time, and continued use of the Portal constitutes acceptance of any changes.

2. Eligibility

Access to the DTO Portal is restricted to:

  • Current Papua New Guinea Government employees who have been nominated and approved as Digital Transformation Officers.
  • Authorised DICT staff with assigned administrator or engineer roles.

Unauthorised access, sharing of credentials, or use of the Portal for purposes outside your official role is strictly prohibited and may result in account termination and legal action.

3. Account Registration

To access the Portal, you must register by submitting accurate and complete information including your government employee number, department, and a signed nomination letter. DICT reserves the right to reject or revoke any registration at its discretion.

You are responsible for maintaining the confidentiality of your login credentials. You must notify DICT immediately if you suspect unauthorised access to your account.

4. Permitted Use

You may use the DTO Portal solely for the following authorised purposes:

  • Submitting and tracking ICT service requests on behalf of your agency.
  • Applying for and managing Certificates of Compliance for digital projects.
  • Accessing learning resources and event registrations relevant to digital transformation.
  • Submitting enquiries to the DICT support team.
  • Managing DTO registrations and portal users (for authorised administrators only).

5. Prohibited Activities

You must not:

  • Use the Portal for any purpose that is unlawful or not expressly permitted by these Terms.
  • Attempt to gain unauthorised access to any part of the Portal or its underlying systems.
  • Submit false, misleading, or fraudulent information.
  • Share your account credentials with any other person.
  • Upload malicious code, viruses, or any content that could harm the Portal or its users.
  • Use the Portal in a manner that could damage, disable, or overburden DICT infrastructure.
  • Attempt to reverse-engineer, decompile, or extract source code from the Portal.
  • Access or attempt to access data belonging to other users.

6. Intellectual Property

All content, materials, logos, and software comprising the DTO Portal are the property of the Department of Information & Communications Technology, Government of Papua New Guinea, or its licensors. Nothing in these Terms grants you any right to use DICT's intellectual property outside of your authorised use of the Portal.

7. Data Accuracy

You are responsible for ensuring that all information you submit through the Portal is accurate, current, and complete. Submitting false information, including fraudulent government employee details or forged nomination letters, may constitute a criminal offence under Papua New Guinea law.

8. Audit & Monitoring

All actions performed within the DTO Portal are logged and subject to monitoring for security, compliance, and accountability purposes. By using the Portal, you consent to this monitoring. Logs may be accessed by authorised DICT administrators and may be disclosed to law enforcement or oversight bodies as required.

9. Service Availability

DICT aims to maintain the Portal's availability at all times but does not guarantee uninterrupted access. The Portal may be taken offline for maintenance, upgrades, or circumstances beyond DICT's control. DICT accepts no liability for any loss arising from unavailability of the Portal.

10. Limitation of Liability

To the maximum extent permitted by applicable Papua New Guinea law, DICT and its officers shall not be liable for any indirect, incidental, or consequential damages arising from your use of, or inability to use, the DTO Portal. DICT's total liability for any direct damages shall not exceed the amount, if any, paid by you to use the Portal.

11. Account Termination

DICT reserves the right to suspend or terminate your account at any time, with or without notice, for breach of these Terms, cessation of government employment, or any other reason deemed appropriate by DICT. Upon termination, your access to the Portal will cease immediately.

12. Governing Law

These Terms of Use are governed by and construed in accordance with the laws of Papua New Guinea. Any disputes arising under or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of Papua New Guinea.

13. Changes to Terms

DICT reserves the right to modify these Terms of Use at any time. Updated terms will be posted on this page with a revised effective date. Your continued use of the Portal after any changes constitutes acceptance of the revised Terms.
